The transition to a market economy in Central and Eastern Europe and the New Independent States of the former Soviet Union provides a unique opportunity to integrate environmental considerations into the process of economic restructuring. The use of environmental audits in industry to identify savings in energy, water, and other raw materials is a particularly cost-effective approach to promote more efficient industrial production and improvements in environmental performance. The papers in this report describe practical experiences from central and eastern European and western countries that demonstrate how environmental and economic performance can be enhanced at little or no cost, depending on the circumstances. They were presented at a seminar in Kiev where discussions focused on applications in the Ukrainian chemical industry.
