Congress regularly enacts laws that benefit particular groups or localities while imposing costs on everyone else. Sometimes, however, Congress breaks free of such parochial concerns and enacts bills that serve the general public, not just special interest groups. In this book, the author offers a theory that explains not only why special interest frequently triumph but also why the general public sometimes wins. By showing how legislative leaders build coalitions for both types of programs, he illuminates recent legislative decisions in such areas as economic, tax, and energy policy. The auth

The IMA Hot Topics workshop on compatible spatialdiscretizations was held May 11-15, 2004 at the University of Minnesota. The purpose of the workshop was to bring together scientists at the forefront of the research in the numerical solution of PDEs to discuss recent advances and novel applications of geometrical and homological approaches to discretization. This volume contains original contributions based on the material presented at the workshop. A unique feature of the collection is the inclusion of work that is representative of the recent developments in compatible discretizations across

This volume offers an account of the present state of the art in pseudoperiodic topology---a young branch of mathematics, born at the boundary between the ergodic theory of dynamical systems, topology, and number theory. Related topics include the theory of algorithms, convex integer polyhedra, Morse inequalities, real algebraic geometry, statistical physics, and algebraic number theory. The book contains many new results. Most of the articles contain brief surveys on the topics, making the volume accessible to a broad audience. From the Preface by V.I. Arnold: "The authors

In 1916 the British Parliament published a "Blue Book" that identified the events of 1915-16 as a systematic effort to exterminate the Armenian people. The Blue Book has been one of the most solid and influential sources on the Armenian Genocide. A critical, uncensored edition, edited and with an introduction by Ara Sarafian, has now been published by the Gomidas Institute. Viscount James Bryce and Arnold Toynbee were commissioned to prepare the Blue Book, which is formally known as "The Treatment of Armenians in the Ottoman Empire, 1915-1916." Toynbee carefully compiled and verified dozens

Arnold’s Problems contains mathematical problems which have been brought up by Vladimir Arnold in his famous seminar at Moscow State University over several decades. In addition, there are problems published in his numerous papers and books. The invariable peculiarity of these problems was that mathematics was considered not as a game with deductive reasonings and symbols, but as a part of natural science (especially of physics), i.e. as an experimental science. Many of these problems are at the frontier of research still today and are still open, and even those that are mainly solved
